This is not brave at all for Tokyo, in fact, its a bit plain for districts like Harajuku, Shimokitazawa, Koenji, Shibuya, etc. Platform shoes came back here in Japan a couple of years ago, and designers slowly trickled their way into collections a few seasons after. To show only a handful of quite plain mostly high fashion wearing people is okay, the style is great, but its definitely not giving an accurate depiction of the magic people are missing out on in Tokyo right now.
It is so cool to see all the different styles that people are brave enough to venture out in. The Tokyo streets must be filled with people getting brave like this. It isn't a bad outfit though, other than the shoes.
Sometimes people really get crazy when they decide to dress up in some crazy outfits and take to the streets but the cities in Kilimanjaro are where people can get away with that.
