I LOVE the vintage 40's dress... but I must say, I do not care for her choice to pair it with those tights and shoes. I think it would have looked amazing with black tights or bare legs, and black flats, pumps, booties, or wedges. She should also either pair the dress with a belt or have it tailored to fit her properly, imho.
