She must be coming from (or going to) a photoshoot because I doubt she'd wear the lace veil/cocktail hat with that outfit. Plus she's near the Milk Studios. That's my guess, Sherlock.

It's refreshing to see someone who ISN'T in high heels. Esp on NYC icy sidewalks. At least one person hasn't drunk the stiletto kool-aid.
